Each organization - whether it be a league, travel team, showcase or tournament - should establish rules to ensure that players must follow the guidelines while playing in that league. Ultimately, it is the responsibility of the coach, parent and the athlete to ensure that the player follows the guidelines for his age group over the course of a year - given that he will oftentimes play in multiple leagues with different affiliations covering different times of the year. - Pitch Smart USA
NCS does not believe in setting pitching limits for our teams to follow. We believe that coaches should not only know their players better than us, but be responsible adults when handling their pitchers. It is a coach’s responsibility (as well as the parents) to ensure a player is not being overused during an event. NCS takes player safety very seriously. While we do not impose pitching restrictions, we do reserve the right to ban a coach/team from an event if we feel they are blatantly abusing a pitcher’s arm by allowing them to throw multiple appearances with excessive innings during an event. NCS will handle each situation on a case by case basis. Again, coaches should be responsible and educated on how to properly handle their players. But NCS will not actively set limits on how many pitches a player can throw in a given game or event.

It is important for each coach to set workload limits for their pitchers to limit the likelihood of pitching with fatigue. Research has shown that pitch counts are the most accurate and effective means of doing so. See required rest recommendations below.
